History of Registrar's Office

The Registrar's Office of Universiti Malaysia Sarawak (UNIMAS) was established on December 24, 1992, in keeping with the founding of UNIMAS. UNIMAS launched its temporary headquarters in Kuching's Sarawak Cultural Park on April 3, 1993. On August 8, 1993, the institution welcomed its inaugural group of 118 students with roughly thirty academic staff. They were forward-thinking students from the Faculty of Social Science and Faculty of Science and Technology Resources. Additionally, the Academic Information Service Centres and Centre for Applied Learning and Multimedia (CALM) have also been formed. YAB Dato' Seri Dr. Mahathir Mohamed, the 4th Prime Minister of Malaysia, officially inaugurated the UNIMAS campus in Kota Samarahan when it was entirely finished, which was on 31 August 1993.

As of 2023, a total of 7 Registrars have been appointed ever since UNIMAS was established. Starting with the first Registrar, Datuk Haji Azmi Junid (1993-1994), the position was later succeeded by Haji Mohd Bakhari M. Yasin as the second Registrar of UNIMAS from the year 1994 until 1999. Prof Dr Hamsawi Sani was then appointed as the third Registrar in 2001 and served for 7 years until 2008. The fourth Registrar appointed was Encik Ahmad Katang and the position was then succeeded by Encik Abu Bakar Ibrahim who was later appointed as the fifth Registrar on the year 2013. From the year 2017 until 2020, Encik Henry Tening Sengeng was appointed as the sixth Registrar of UNIMAS. After the retirement of Encik Henry Tening Sengeng, Tuan Haji Azlan bin Ramli took over as the seventh and current Registrar of UNIMAS on 6th January 2020 until present.

Vision

To make the Registrar's Office as one outstanding and efficient office in management, development and administration based on professionalism, integrity, technology and the latest system which is consistent with the vision and mission of Universiti Malaysia Sarawak as a leading world class higher institution.

Mission

  1. To be the main advisor and secretariat to the higher management in administration and human resource management at University level;
  2. Manage the human resource policy and University’s administration which includes recruitment, posting, promotion, training, salary, allowance, retirement benefits, surrounding working situation, motivation, incentive, awards and legislative;
  3. Plan the needs and facilities and the general needs of staff;
  4. Monitor the compliance of University’s law, policies and regulations;
  5. Manage the welfare of the staff, administration and security of the University.

Function of The Registrar's Office

  1. Managing the University's board governance affairs which includes overseeing the appointment matters of the Board of Directors members and being in charge as the secretariat for the Board of Directors meeting.
  2. Managing the appointment affairs of University's key positions which includes the appointment of Chancellor, Pro-Chancellor, Vice Chancellor, Deputy Vice Chancellors and Section 14 Officers (Registrar, Treasurer, Legal Advisor and Head Librarian).
  3. Handling the application to obtain support for academic staff's Permanent Residency (PR) status.
  4. Handling the staff's application for traveling abroad on official duties.
  5. Managing the updates of the University's organization chart which includes overseeing the establishment and restructuring of the University's offices.
  6. Managing and coordinating the publication of the University's Administrative Circulars.
  7. Coordinating the registration and movement of Registrar's Office assets.
  8. Managing the secretarial affairs for the Chairman of the University's Board of Directors.
  9. Managing the financial affairs for the Registrar's Office which includes preparing official invoices, goods received notes (GRN) and vendor assessments, managing procurement of direct purchase/quotations and handling travel claims and overtime allowance claims for the Registrar's Office.
  10. Managing and monitoring the Registrar's Office file management system.
